THE SPECIAL PROCEDURES FOR SHIPS ARRIVAL & DEPARTURE
SHIPS MUST APPOINT A LOCAL SHIPPING AGENT BEFORE THE ARRIVAL TO THE LIBYAN PORTS
THE OWNER OR THE AGENT OF SHIP THAT SHALL CALL LIBYAN PORTS MUST SUBMIT THE FOLLOWING DETAILS TO THE PORT MANAGEMENT AND THAT SHOULD BE BEFORE MINIMUM 24 HRS OF ETA
- SHIP NAME , TYPE , FLAG , AND PORT OF REGISTER
- NAME OF OWNER’S , MASTER , AGENT
- NRT , GRT , DWT , LENGTH , DRAFT , DEPTH
- E.T.A DATE AND HOUR , PERIOD OF STAY AT THE PORT
- QUANTITY & QUALITY OF CARGO TO BE DISCHARGING AT THIS PORT & THE CARGO WILL BE LOADED
- LIQUIDS AND DANGEROUS CARGO , QUANTITY , PACKING , AND PORT OF LOADING
- NUMBERS OF PASSENGERS , CREW , HEALTH SITUATION
ABOVE REPORT CONSIDERED AS A REQUEST OF A QUAY FOR THE SHIP TO ACHIEVE LOADING OR DISCHARGING OPERATIONS
DOCUMENTS REQUIRED BY THE LIBYAN PORT AUTHORITIES:
- COPY OF CREW LIST.
- COPY OF CREW / STORE DECLARATION.
- COPY OF CARGO MANIFEST.
- COPY OF SHIP’S CURRENCY DECLARATION.
- COPY OF NARCOTIC LIST .
- COPY OF SHIP’S PROVISION DECLARATION.
- CARGO MANIFEST TO BE TRANSLATED TO ARABIC BY LOCAL AGENT.
- CARGO MANIFEST SHOULD INDICATE BOTH MEASUREMENT IN CBM AND MT.
THE SHIP MUST HAVE THE FOLLOWING DOCUMENTS :
- CERTIFICATE OF REGISTER & TONNAGE
- LOAD LINE CERTIFICATE
- SHIPPING INTERNATIONAL CERTIFICATE
- PASSENGERS TRANSPORT CERTIFICATE
- SPIRITS SAVING INTERNATIONAL CERTIFICATE
- RADIO & TELEX SAFETY CERTIFICATE
- CREW LIST INCLUDING NATIONALITIES
- PASSENGERS SIGNED OFF / ON
- CARGO MANIFEST
EACH SHIP MUST CONTACT THE PORTS CONTROL BEFORE THE ARRIVAL AT THE LIBYAN TERRITORIAL WATERS VIA ( 16 VHF CH )
EACH COMING SHIP BEFORE THE ARRIVAL AT THE ANCHORAGE MUST APPEAR THE FOLLOWING SIGNS :
- CALL SIGN
- QUARANTINE SIGN
- SHIP’S FLAG IN THE REAR
- LIBYAN FLAG IN THE FRONT
- RED FLAG IN THE DAY & CLEAR RED LIGHT AT NIGHT , IF THE VESSEL HAS EXPLOSIONS AND FIRABLE MATERIALS
- SIGN OF PILOT REQUEST
EACH COMING SHIP MUST NOT COME NEARER TO THE ENTRANCE CHANNEL ONLY AFTER PILOT RIDES ON
IF THE MASTER SUSPECTED OF EXISTENCE OF ANY INFECTION DISEASE ON BOARD OR IF THE SHIP CAME FROM PANDEMIC PORT , IMMEDIATELY THE MASTER MUST INFORM THE QUARANTINE OR PORT AUTHORITY AFTER THE ARRIVAL
DURING THE SHIP SAILING OPERATION IT MUST RAISE THE INTERNATIONAL SIGN ON THE FRONT MAST AS A SAILING SIGN.
RULES OF SHIPS MOVING & BERTHING
THE MASTER MUST BE ON THE BRIDGE WHILE ARRIVAL & SAILING OPERATION , AND ALSO DURING AS SHIFT IN THE PORT , THE MASTER MUST FOLLOW ALL LOCAL AND INTERNATIONAL LAWS.
IF THERE IS NO EMERGENCY , OR PATIENT IN DANGEROUS STATUS THE PRIORITY OF PORT ENTER MUST BE GIVEN UP TO THE FIRST , SECOND , …ETC , OF THE ARRIVED SHIPS TO ANCHORAGE , THE PRIORITY SHOULD BE GIVE TO THE SHIPS UP TO THERE TYPES AS FOLLOWS :
- PASSENGERS VESSELS
- ANIMAL CARRIERS
- ORGANIZED LINE’S VESSEL
- GENERAL CARGO VESSELS
- MOTOR TANKERS
PRIORITY OF BERTHING SHOULD BE UP TO THE FIRST SHIP ENTERED , THEN THE SECOND …. & SO ON , AND IF THE SHIP WAS NOT READY FOR WORKING OR WAS UNDER THE QUARANTINE INSTRUCTIONS THE PRIORITY SHOULD BE GIVEN TO THE NEXT SHIP.
THE PORT MANAGEMENT SHOULD SPECIFY THE QUAY No FOR THE SHIP , ALSO SHE HAS RIGHT TO SHIFT IT FROM ONE QUAY TO AN OTHER UP TO WORK BENEFITS , NO SHIP CAN BERTH OR DROP ANCHOR ONLY AFTER PORT MANAGEMENT INSTRUCTIONS
IF ANY SHIP ARRIVED THE PORT , AND NO QUAY SPECIALIZED , THEN SHE MUST DROP AT ANCHOR FAR FROM ENTRANCE CHANNEL , AND MUST NOT MOVE WITHOUT PORT MANAGEMENT INSTRUCTIONS .
NO SHIP CAN MOVE FROM IT’S QUAY TO ANOTHER WITHOUT PORT MANAGEMENT INSTRUCTIONS , BUT THE MASTER WILL BE RESPONSIBLE OF SUITABILITY OF SHIP BERTHING PLACE .
IF THE PORT MANAGEMENT ORDER TO SHIFT THE SHIP FROM A PLACE TO ANOTHER , AND THERE WERE NO ENOUGH CREW TO DO THAT OR THE SHIP WAS DISABLE TO ACHIEVE THAT SHIFT , THE SHIP THEN CAN ASK FOR HELP FROM PORT MANAGEMENT OR FROM ANOTHER AUTHORITY TO DO THE SHIFT IN THE EXACT TIME , THIS WILL BE ON SHIP ACCOUNT AND RESPONSIBLE .
THE PORT MANAGEMENT CAN SHIFT THE VESSEL FROM A PLACE TO ANOTHER , AND THAT WILL BE ON VESSEL’S ACCOUNT & RESPONSIBILITY , FOR THE FOLLOWING BELOW REASONS :
- WHEN THERE IS NO A RESPONSIBLE PERSON OF THE VESSEL .
- WHEN THE RESPONSIBLE OF VESSEL REFUSED TO SHIFT IT OR MAKES OBSTACLES FOR THE SHIFT TO BE DONE BY IT’S MEANS .
MASTER MUST ALWAYS RAISE THE SIGNS THAT MENTIONED IN THE INTERNATIONAL RULES FOR PREVENTING ACCIDENTS IN THE SEA & DURING ENTER AND DEPARTURE OPERATIONS .
THE VESSEL’S PROPELLERS MUST NOT WORK WHEN IT IS AT BERTH ONLY AT THE NECESSARY CASES THAT PORT MANAGEMENT ACCEPTS
MASTER MUST INFORM PORT MANAGEMENT ABOUT ANY DEFECT OR BREAK DOWN IN VESSEL THAT MAY PREVENTS IT’S MOVEMENT IN THE PORT
NO BERTHED VESSEL CAN TIE ITS ROBES TO ANY MOORAGE WITHOUT ACCEPTANCE OF PORT MANAGEMENT , AND IT IS NOT ACCEPTED TO USE THE MOORAGE FOR PUSHING THE VESSEL AWAY FORM THE QUAY
THE TUG SERVICE IS COMPULSORY FOR THE VESSEL DURING ENTERING OR SAILING OPERATIONS TROUGH THE SHIPPING TUNNELS OR DURING THEIR SHIFTS .
EACH VESSEL MUST CALL FOR THE PILOT FOR ENTERING THE PORTS OR FOR SHIFT , AT THAT TIME THE INTERNATIONAL SPECIALIZED SIGN SHOULD BE APPEARED .
NO VESSEL CAN ENTER THE PORT WITHOUT OF THE PILOT BEING ON BOARD
IN SPITE OF THE PILOT IS ON BOARD, THE MASTER WILL HOLD FULL RESPONSIBILITY FOR DRIVING THE VESSEL .
THE VESSEL WILL HOLD FULL RESPONSIBILITY OF ANY DAMAGE EVEN IF THE PILOT WAS IN FAULT .
THE VESSEL MUST PAY FULL PILOT DUES IF HE RODE UP TO IT’S REQUEST DURING ENTERING OR SAILING OPERATIONS EVEN IF THE ENTERING OR SAILING CANCELED .
THE SUITABLE LOADING OR DISCHARGING RATES MUST BE ESTIMATED BY THE PORT MANAGEMENT , AND VESSELS MUST SAIL IMMEDIATELY AFTER FINISH OF THAT , AFTER FINISHING LOADING OR DISCHARGING OPERATIONS , VESSEL MUST NOT REMAIN AT BERTH ONLY IF SHE HAS A WRITTEN ACCEPTANCE FROM PORT MANAGEMENT , AND THAT MUST BE SIGN IN THE STATEMENT OF FACTS
RESTRICTIONS & INTERDICTS IN LIBYAN PORTS
WITHOUT PORT MANAGEMENT ACCEPTANCE VESSELS CAN’T ACHIEVE ANY REPAIRS OR ANY OTHER WORKS EXCEPT LOADING OR DISCHARGING ONLY IF SHE HAS .
VESSELS MUST NOT CLEAN THEIR CHIMNEYS INSIDE THE PORT DURING DISCHARGING & LOADING , ALSO THE BLACK THICK SMOKE MUST BE AS LESS AS POSSIBLE .
WITHOUT PORT MANAGEMENT ACCEPTANCE , NO VESSEL CAN LIGHTEN IT’S LIGHTS
VESSELS MUST NOT THROW THE DUSTS , STONES , SAND , GARBAGE , PETROLEUM DERIVATIVES , CHEMICAL MATERIALS , HEAVIER LIGHT OIL , OR TO CLEAN THE BILGE IN THE LIBYAN PORTS AND REGIONAL WATERS .
MASTER & CREW’S CURRENCY , CIGARETTES , SPIRITUAL DRINKS MUST BE DECLARED .
ANY KIND OF PROSTITUTION IS FORBIDDEN .
ALL SPIRITUAL DRINKS IS FORBIDDEN , MASTER MUST PUT THEM IN THE STORE , AND MUST BE SEALED BY CUSTOMS , AND HE MUST NOT OPEN THE STORE ONLY AFTER SAILING FROM THE LAST LIBYAN PORT & LIBYAN TERRITORIAL WATERS .
VISITS BETWEEN VESSELS MUST BE ACCEPTED BY THE CUSTOMS & IMMIGRATIONS .
ALL KINDS OF TAKING PICTURES IS FORBIDDEN IN LIBYAN PORTS .
